A pro forma invoice sets out what will be charged, but is not a VAT invoice and does not create a debt in your accounts. Businesses use them to request payment in advance or to give a client a firm quote they can get approved.
Once paid (or the work is delivered), you issue a proper invoice.
Example
A photographer sends a pro forma for the full wedding package; the client pays it to secure the date.
